What Minnesota Cannabis Growers Should Know About Energy Rebates

A building can check a lot of boxes for a cannabis cultivator.
Enough room for flower. Space for veg. The right zoning. A landlord willing to work with the industry. Maybe even room to grow into phase two when the business is ready.
But there is another question that can have a major impact on what happens inside that building:
Who provides the power, and is there enough of it?
That was the starting point for a conversation between Alexis Dubourdieu, COO of What Rebates, and Tony Beman, Sales Strategy Manager at the Center for Energy and Environment, during CannaCon St. Paul.
Their seminar, the 2026 State of Utility Rebates in Minnesota, dug into something every cultivation operator eventually has to confront. Cannabis is an energy-intensive business, and the decisions made before equipment is purchased can follow an operator for years.
The good news is that Minnesota growers may have resources available to help.
The harder part is knowing where to look.
Your Utility Is Part of Your Location Strategy
Most people looking at a cultivation property immediately think about the building itself.
Alexis encouraged operators to zoom out.
Minnesota is served by many different utilities, and each can have its own incentive structures, requirements, eligible equipment, caps, and processes. That means two facilities that look nearly identical could have very different energy economics simply because they sit in different utility territories.
That makes the utility provider something worth investigating before signing on a location.
For qualifying indoor growers in Xcel Energy's Minnesota territory, CEE currently operates a grow-lighting program through the One-Stop Efficiency Shop. CEE says eligible indoor agriculture operations with flower and vegetation rooms totaling 8,000 square feet or less can access consulting and efficiency-based LED grow-lighting rebates.
That is the type of information that can change a facility budget.
But incentives are only one part of the picture.
Does the Building Actually Have Enough Power?
Tony brought up a second question that is easy to overlook when touring a potential cultivation site.
Can the electrical infrastructure handle what you plan to put inside?
Grow lights, HVAC systems, dehumidification, fans, controls, and other cultivation equipment can create a substantial electrical load. A property might have the square footage an operator wants while still requiring significant electrical upgrades before it can support the intended operation.
Tony shared examples from other markets where cultivators got deep into a build before discovering that a transformer or service upgrade stood between them and turning the facility on.
That is not the kind of surprise you want to discover with plants waiting for light.
His advice was practical: involve the utility and energy professionals early. Estimate the equipment going into the facility. Understand the existing service. Confirm what the building and surrounding infrastructure can realistically support.
Energy planning is not something to save for the end of the project.
It belongs near the beginning.
Not All Grow Lights Are Equal
The conversation then moved from buildings to equipment.
For cultivators, lighting is one of the biggest pieces of the energy equation.
Alexis walked through photosynthetic photon efficacy, or PPE, a measurement that helps describe how efficiently a horticultural light turns electrical energy into usable photons for plants.
You do not need to become an electrical engineer to understand why it matters.
In simple terms, a more efficient fixture can deliver the light plants need while using less electricity.
That matters twice.
First, it can reduce the amount of energy the facility uses month after month.
Second, some rebate programs reward higher-efficiency equipment.
CEE's current 2026 grow-lighting schedule illustrates that relationship directly. The listed rebate increases as PPE rises, beginning at $0.85 per watt for 1.9 PPE and reaching $1.06 per watt at 4.0 PPE.
The point is not to chase the highest PPE number on a spec sheet without considering cultivation needs. Spectrum, output, room design, canopy strategy, controls, and the crop itself still matter.
The bigger lesson is that fixture selection is both a cultivation decision and a financial decision.
The Savings Continue After the Rebate Check
Rebates tend to get attention because they can reduce upfront costs.
But Tony and Alexis spent just as much time talking about what happens afterward.
In one example presented during the seminar, the speakers compared more efficient LED lighting against older HPS technology and showed how reducing wattage while maintaining the needed photon output could produce substantial annual energy savings.
Other case studies illustrated how rebates could dramatically reduce the net equipment cost for qualifying projects.
For a young cannabis business, that distinction matters.
A rebate can make the first purchase easier.
Lower energy consumption can make every harvest afterward less expensive to produce.
That is why Tony described operators approaching projects in phases. Instead of immediately building out every available square foot, some businesses are starting smaller, capturing available efficiencies, generating revenue, and using that progress to help fund later expansion.
In Minnesota's developing market, that kind of patience can be an advantage.
There Is a Process, and Timing Matters
The seminar also made one thing clear: a rebate is not simply a coupon you submit after buying equipment.
Programs have processes.
Depending on the utility and program, operators may need to verify eligibility, review the project scope, document equipment, reserve or estimate incentives, complete installation, pass an inspection, submit invoices, and wait for processing.
For CEE's program, Tony described a hands-on approach designed to help operators navigate those steps rather than figure everything out alone.
CEE's public program information says its team provides project support and completes rebate paperwork for qualifying projects.
That support can be particularly valuable in cannabis, where entrepreneurs are already juggling licensing, construction, compliance, financing, staffing, genetics, cultivation planning, and the hundred other things that show up between an idea and the first harvest.
The takeaway from Alexis was straightforward: do not wait until the equipment is already installed to start asking questions.

Energy Efficiency Is Becoming Part of Cannabis Operations
Minnesota's cannabis industry is still being built.
That creates challenges, but it also creates an unusual opportunity.
Operators have a chance to think about efficiency before inefficient systems become embedded in the business.
Lighting is part of that conversation today. HVAC, dehumidification, environmental controls, and other technologies are increasingly part of it too.
The more information a cultivator has before choosing a facility and equipment, the better positioned they are to understand both startup costs and long-term operating expenses.
That is ultimately what makes this conversation bigger than rebates.
It is about building facilities that make sense after opening day.
